Congress calls on states to strengthen efforts against child pornography

Mexico has been the world’s largest distributor and the second-largest producer of child pornography for at least half a decade, and a new report on the situation suggests nothing has changed.

The federal Congress called on state governments to strengthen their efforts against it after a report by the federal Attorney General’s office (PGR) revealed it had detected over 12,300 Mexican internet accounts that distribute photographs and videos of children being sexually abused.

According to data gathered by the Federal Police’s Center of Cybercrime against Minors, Veracruz is one of the states where the crime has noticeably increased in recent years, targeting girls aged between 11 and 15.

The United Nations Children’s Fund (UNICEF) has estimated that there are 16,700 websites worldwide dedicated to distributing child pornography, and that 73% of the victims appear to be younger than 10 “in pictures that are increasingly graphic and violent.”

Congress has also asked the Veracruz government for a detailed report on the measures it has set in place to combat child pornography.

The governor himself, Miguel Ángel Yunes Linares, has been accused of links to a child pornography scandal in which businessman Jean Succar Kuri has already been convicted and sentenced in 2011 to 112 years in prison.

Journalist Lydia Cacho described the Cancún-based child exploitation and pornography network led by Succar in her 2005 book Los demonios del edén (The Demons of Eden), in which Yunes Linares is mentioned.

He has labeled the accusations as a part of a politically motivated “dirty war” against him.

While the United Nations Office on Drugs and Crime (UNODC) has stated that on a global scale organized crime is not involved in child pornography, the same might not be said for Mexico, where criminal organizations have been involved in human trafficking and linked to underage prostitution.

Estimates made early in the decade suggested that 20,000 children are victims of human trafficking for sexual exploitation annually in Mexico, and there was a high probability that some of them become part of the country’s large child pornography industry.

    This would be great, if they would do something about it! Of course, there are places in Mexico that eleven year old girls are self employed as prostitutes and everyone looks the other way.

      Somehow I doubt that Mexico became the world’s largest distributor of child porn because of eleven year old, self employed entrepreneurs. Stiff penalties need to be applied to the guilty–112 years sounds about right. Now just make sure they serve their entire sentence, which means Señor Succar would be finally laid to rest in the year 2123. If found guilty, the governor should join him.

        I 100% agree with your comments about penalties! My, possibly over sarcastic comment, was directed at given what happens in broad daylight, how much are they really going to do about this problem?

      • Part of the problem is the culture itself in Mexico. For example, girls can get married with parental consent at 14 years of age and this is common. Still Mexico is the leading nation in unmarried teen pregnancies with the alarming rate of 64.2 teen pregnancies per thousand births.

    • It’s worse than that unfortunately. Cartels now kidnap these children and harvest their organs for sale on the black market as another income line. See the Guardian article titled ‘Mexican cartel member investigated over organ-harvesting claims.’

      We’re talking about people who are among the most dangerous and henious on the planet and they operate at will in a defenseless population with no fear of capital punishment, often protected by corrupt government officials they pay off and intimidate. It’s a very very bad situation.

      This does not happen in Mexico if we had to compare Mexico vs. South East Asia, Ukraine, Russia, Africa, Spain, Colombia, Serbia, They rank higher in sex crimes against humanity. Those countries do not have jobs, or transparent governments. Sex becomes an option to make a living. Stop blaming Mexico as the only corrupt , and poor country because it is not!

        You seem to be saying, it is OK as long as it is worse somewhere else in the world! Mexico is no better nor any worse due to conditions in other countries. However, it is where I live and have family, therefore it concerns me more. Pedophiles should not be excused or protected anywhere.

          In the Anglo Societies and in Europe the word “Mexican” has become known as a person with no moral or ethics. If you look at all the news media from Hispan TV, Fox News, CNN, BBC, and Latin American news outlet they only seem to blame Mexico for corruption, poverty and violence when that is not true when there are countries worse off than Mexico. We take India as a country where poverty is rife, corruption is everywhere in society, but Anglos in the United States see Indians as “Okay” because they are not Mexican. You can be an immigrant in the United States as long as you are not Mexican. We have to stop believing that we Mexicans are not smart because we are! The reason why we believe we are not great is because we do not believe that our culture and history is good enough!

While I am a gringo, I live in Mexico, my wife is Mexican, my stepdaughter is Mexican, in less tha six months I will have a Mexican grandchild. Most of our friends are college graduates and/or self employed. No one I know has not been touched by Narco activity. Every one has been extorted for money, had family members kidnapped and/or murdered. Everyone lives with fear, hoping they will not be the next victim. While I have no fear for myself, because gringos are generally off limits for narcos, I have fear for my Mexican family. I don’t know what fantasy world you live in, but it is not Mexico. Folks in the USA have no idea how dangerous it is for the average Mexican! I know! They are my family!

            I live in Mexico in the state of Michoacan the ‘most dangerous’ state we have never encountered drug cartels, and we have never been abused by any criminal. The only reason why Mexico allows the drug cartel to establish itself in Mexico is because the ‘average’ Mexican thinks that South and Central America are friends of Mexico, but they are not. Central and South Americans are worse off higher poverty, criminal activity, no education, and no government. If you compare Mexico and South America, Mexico has more culture, traditions, history and a great civilization. But, something happened in Mexico’s modern day history we started to believe that Mexican culture was not good enough so we decided to trade it for drug cartels, South American music, and sex trade. I remember that even in rural Mexico you could walk at 1:00 am in the morning and nothing would happen to you. We have been sold the idea that South America was our friend, but it turned out to be the opposite. Mexico needs to heavily guard the southern border Mexico/Guatemala border and we Mexicans need a “Mexico First Policy” and we should not be ashamed of it! The drug cartels were invented and developed in Venezuela, Colombia, Peru, and Bolivia those countries since they have no history, culture, traditions, education, and no government depend on criminal activity such as the drug trade, sex trade, and cartel organizations to be able to have a GDP and boast about it with their friends of other countries. Central and South America have ruined Mexico and we need to take it back because every Central and South America hate Mexico for what it is! We have culture, traditions, education, gastronomy that central and south America wish they had. Since Central America and South America are poor with no education and in order to say that they have a culture they invented the drug cartel organization to be able to call it a culture that every “Mexican should envy” we are starting to find out that we have nothing to envy the Central and South Americans. Central and South Americans have a deep hate towards Mexico and since they are very envious of what Mexico is and has become over the centuries they will do anything to destroy it. Why do they hate Mexico so much? Because Mexico exposes that Central and South American societies are very poor, it exposes that they have no education, it exposes that they have no work ethic, it exposes that Mexico is by far richer and cultural educated, it exposes that their Spanish is the worst Spanish spoken in the world, it exposes that Mexico made the Spanish Language into an international language something the Spain could not even do! It exposes that Mexicans have had historical ties with Anglo America, it exposes that Mexico is a well known country world wide no other Central and South Americans countries are represented like Mexico is! Since the Central and South Americans have no success in anything they will do anything to destroy Mexico so that they can satisfy their self-esteem we Central and South Americans cannot have success like Mexico has, then Mexico cannot have it either and that satisfies the Central and South Americans. Mexico First Policy! The state of Michoacan decided to fight off a foreign culture called “South American Drug Cartels” because it is a culture that is foreign and harmful to our society. We Mexicans said, “Hell no” to Central and South American culture called drug cartels and we fought it off with pride and dignity. Your family members should also say, “No to South and Central American Cultures” that is why your family members suffer because they traded Mexican culture for a culture of drug cartels. The state of Michoacan sent a strong message to the Central and South Americans, “Your culture and ideology is not welcome in Michoacan!” The Central and South Americans forcefully tried to take away our history, traditions, culture, music, education, and our peace mind just because the Central Americans and South Americans are envious of what we have become as a nation and we won them! They could not take away what our ancestors have built with so much effort! They are trying to destory Mexico say no to South and Central American culture!

  • Vicente Fox did away with Mexico’s death penalty so his cartel friends wouldn’t be hindered by it. Now you have these violent gun toting cartels pushing drugs, guns (they run their own underground military grade firearm manufacturing operations presently by the way), prostitution, pornography, etc… in the midst of a defenseless general population which was unarmed years ago.

    The people need to band together and vote in new politicians who aren’t corrupt and appoint conservative judges. They need to reinstitute the death penalty and start using it liberally, and fast track it for cartel members.

    They also need to start issuing firearm certificates to law abiding Mexican citizens with no record who can pass a government lie detector test to emperically demonstrate they are uninvolved with criminal activities. Having such people armed in Mexico today would be a major plus.

    And build that wall! Hindering the flow of illegal goods into the U.S. and money out of the U.S. is very desirable.
