You can only count on women to be honest in the State of Mexico, according to Gov. Eruviel Avila Villegas.
In early 2013, in a move intended to counter corruption, he ordered that only female transit officials would be allowed to hand out fines. It meant that 5,000 male transit officials were displaced and prevented from imposing infractions against motorists.
Now, four male officials have been reinstated as agents allowed to hand out fines, as the law is now being challenged by many of those who were affected.
