Editor’s note: Mexico’s nearshoring opportunity depends not only on its geography and trade ties, but also on whether its workforce can meet the demands of advanced manufacturing and services. The latest PISA results raise a serious warning: 41.8% of Mexican 15-year-olds scored below the basic proficiency level in science, math and reading—more than double the OECD average of 19.7%—while Mexico ranked 64th among 91 participating education systems. For companies considering Mexico, the findings point to a growing skills gap that could require greater investment in training and make automation more attractive than hiring and developing local talent. Mexico retains major nearshoring advantages, including proximity to the U.S. market and deep industrial experience, but education is increasingly a competitiveness issue—not just a social one.
