Why today’s mañanera matters

President Claudia Sheinbaum signed a decree on Wednesday morning that will ensure that candidates contesting future presidential elections in Mexico have only Mexican nationality. The decree — which formalizes a recently approved constitutional reform — will also guarantee that dual nationals can’t be gubernatorial candidates in elections that take place after 2027.

The reform has been criticized by some opposition politicians, including Citizens Movement (MC) party Senator Luis Donaldo Colosio Riojas, who said it “creates two categories of Mexicans in the constitution.” 

In defense of the reform, Sheinbaum declared last week that “presidents of Mexico can only have one flag, one homeland, one people to defend.”

Also of note at today’s mañanera was Energy Minister Luz Elena Gonzaléz’s presentation on the government’s target for the public share of electricity generation in Mexico.

Sheinbaum signs decree barring future presidents and governors from holding dual nationality 

At the start of her press conference, Sheinbaum announced that she would sign a decree formalizing a constitutional reform that establishes a requirement of exclusive Mexican nationality for those aspiring to the presidency, a state governorship or the mayorship of Mexico City.

She noted that the reform was approved by both houses of federal Congress and a majority of Mexico’s 32 state legislatures.

Reform barring future presidents, governors from holding dual nationality passes Senate

Sheinbaum also noted that the reform will bar presidential and gubernatorial aspirants from holding double nationality from 2028 — i.e., after gubernatorial elections are held in 17 states next June.

The president held up the decree after signing it, eliciting applause from people present in the National Palace.

Government targets 60% public share of electricity generation

González told reporters that the public share of electricity generation — i.e., power generated by the Federal Electricity Commission (CFE) — fell as low as 40% earlier this century due to what she called “a mistaken and irresponsible neoliberal vision.”

However, legislation approved early in Sheinbaum’s term establishes that at least 54% of all electricity supplied to the national grid must be provided by the CFE.

González said that “thanks to the investments we’re making” in electricity infrastructure, “we’re going to finish President Sheinbaum’s administration not just guaranteeing the [CFE’s] 54% [share].”

“Rather, we’re proposing that these investments will allow at least 60% of generation to be in public hands,” she said.

González presented data that showed that more than 1 trillion pesos (US $55.5 billion) will be invested in electricity projects between 2025 and 2030. That figure includes 794 billion pesos for generation projects.

According to the data González presented, the CFE will invest 142.46 billion pesos in generation projects while the private sector will invest 199.1 billion pesos. The remaining 452.5 billion pesos will be invested in public-private electricity generation projects.

González highlighted that the government is investing in renewable energy, including in solar and wind projects. She said that electricity generation using renewable sources will increase from 24% currently to 38% in 2030.

Sheinbaum suggests mechanical fault caused Nayarit plane crash

A reporter asked the president about the crash in Nayarit on Sunday of a light plane that Nayarit Governor Miguel Ángel Navarro Quintero used to travel on.

The pilot and co-pilot were killed in the accident. The Nayarit Attorney General’s Office launched an investigation into whether the crash was linked to a possible attempt on the governor’s life.

Sheinbaum said that her government had no information regarding a possible “threat” against Navarro, a Morena party governor.

Asked about the cause of the crash, the president suggested that a “defect” in the plane was to blame. She said that the federal Security Cabinet didn’t have any information that links the crash to “a situation against the governor.”
